Elod Illes 5b04a86d1f Replace deprecated UPPER_CONSTRAINTS_FILE variable ...

UPPER_CONSTRAINTS_FILE is deprecated and TOX_CONSTRAINTS_FILE is
the new environment variable name that replaces it [1].
