tengqm 4c27344493 Senlin RC file initial version

We "invented" this file because the devstack environment is export
OS_TENANT_NAME instead of OS_PROJECT_NAME. We are dropping support to
'OS_TENANT_NAME' from the very beginning.

To use this file:

$ source senlinrc admin demo
