Wataru Juso 58167535c7 Support of Fail VNF command in openstackclient ...

Add ``openstack vnflcm op fail`` to python-tackerclient.
This command can execute Fail operation.
The API can change operationStatus from "FAILED_TEMP" to "FAILED".
