Mention Rally ReadTheDocs in README
Some people still are unable to find our new docs. We put a couple of links to our ReadTheDocs page to the README.rst file to fix this. We also remove the link to Wiki/HowTo because it is out-of-date. Change-Id: I70b2d476723c9f2bf705aef536ee6bc512d49ddf
