[validation] validate scenario default_context
This patch adds validation of default contexts of scenarios added to task. * Added hidden field to plugin meta of all plugins. * `rally plugin list` now does not contain hidden plugins. Change-Id: I1becb93aea095e467779dbf4278b5b2ecfefdf56
