Add ldappool as an independent deliverable

With the ldappool project being managed by the OpenStack
keystone team, this commit let's us manage release the same way
we do for other identity projects.

The 2.0.0 release of ldappool is done as an _independent release
but each release of ldappool moving forward will follow the
cycle-with-intermediary.
