Release sushy 1.8.1 for Stein

The 1.8.0 release contained an issue in its JSON code, that apparently affects rsd-lib, making them pin non-final version conflicting with u-c: e3a061f4d2 This, in turn, breaks packagers (e.g. RDO). Change-Id: I6f44af590cee8e3b44d6e90804d1280269e570d7
