Release ovsdbapp 1.0.0 

Due to major changes (e.g dropping Python 2 support) let's do a major
bump.

Also, contains fixes for functional tests needed after the networking-ovn
code has moved into Neutron and OVN splitting from the OVS repository
upstream.
