Fix numbering for qinling-dashboard 

qinling-dashboard is following a cycle-with-rc model but was
tagged 0.1.0. Let's push a 1.0.0.0rc1 at the same SHA.

We remove 0.1.0 from release history as it would otherwise fail
validation.
