This is the first release for Yoga. The minor version is bumped as we
have changes in requirements.txt(Django>=2.2,<3.0 changed to >=2.2,<3.3).
Horizon bumps the upper version of Django to Django3.2. So this patch
cut a new release of the horizon so that all plugins can consume
this change. For more information please see [1]

This sets the end date for the Xena key, adds the Yoga key starting
today and links to an export of the corresponding public key. It
also drops references to the now defunct SKS keyserver network and
our old rotation process which was tied to it. Instead the key has
been created following the new process described by change

Replace genisoimage with xorriso as genisoimage is not available for
CentOS Stream 9.
In order to consume it in the tripleo master deployment,
we need a intermediate release for python-ironiclient.

This commit aims to switch the following deliverables to
cycle-with-intermediary:
* ironic-prometheus-exporter
* ironic-ui
* networking-baremetal
* networking-generic-switch
We understand that this deliverables are not released very often
during the cycle, but having them as cycle-with-rc can cause a false
impression that we added/removed things that would cause a major bump
version. All other ironic deliverables are following the
cycle-with-intermediary model. For more context please read [1].

This version fixes the deadlocks with app/ofctl when the datapath
reconnects or disconnects.

This patch propose to move the Extended Maintenance transition date of
stable/victoria with one week to have a less busy period of almost ~1
month after the release of Yoga to prepare.
Also updates the EM transition date of Xena to 18 months after the
initial release. This will most probably change in the future, but
let's have a more valid date there then the current one.
