Since the shade team is renamed, redirect the old team page location.

This change converts the Ocata schedule to a YAML file and introduces
the templates needed to render it to a table in the restructuredtext
file so it can be published to HTML again. This is a prerequisite for
also generating an ICS file for the schedule.

Add pages to show the work each team has produced. For now, only
official teams using cycle-based release models are included. In a later
phase we will add deliverables that are currently listed as indepdent.

This is a forked copy of openstackdocstheme, which will serve as the
basis for the theme for releases.openstack.org. Rather than try to make
the existing theme work, or "subclass" it, I plan to modify it here in
place. That will avoid issues from future changes upstream by the docs
team, who have their own requirements. I'm checking the whole thing in
in this patch, and will modify it in a follow-up patch, to make clear
what the modifications are.
