If running with tox venv, the python version (where all the
requirements are installed) might be different than /usr/bin/python.
We should use the one in the env.

As we add more branches and tags we don't want to manually add tests for
them (and we'd need to or the docs build will fail with an 'Untested
Rule'.
Use the redirections data that we use to generate the htaccess file to
also generate the tests.
Also I removed the debug output as it it's assertion is incorrect we can
actually get the .htaccess file from the docs job \o/

Mostly job related changes merged, but we want those included in the
stable branch and we need to bump up the minor release to have room in
case of bugfix backports.

deliverable placeholder files in the stein directory that are no longer
needed.

This is largely to clean up any pending doc and test changes in the
Oslo projects. Normally those don't require a release, but because
stable branches are created based on the latest release hash, we need
to release these changes so they will be present on the stable branches.
Otherwise we end up having to backport changes unnecessarily.

This release adds the normalize_name utility method which
can be used by clients of the library to generate a
known-good name of a resource class. The change does not
otherwise impact the library so is of minimal risk to
any existing installs.
Also, the team is updated from placement to nova. The
launchpad (for now) remains the same. Storyboard is
in progress, but not happened yet.
