Steve Baker 6dd5641a34 python-heatclient-1.5.0 ...

This contains fixes and changes required by Newton tripleo,
specifically:
- Fix for bug #1619415 so that the event log has enough context for
  the user to know what is happening
- Support for parameter_merge_startegies section, which tripleo newton
  tripleo-heat-templates depends on
