Matt Riedemann ffe94f49da pike: release python-cinderclient 3.0.0 ...

This is a major version bump due to at least
two interface changes:

52cc5c6 Fix highest version supported by client and server
f3a1e6e Remove consistencygroup quota

The first changes the type on a return value from a public
library method that at least Nova is using.

The second removes the --consistencygroups option from the
"cinder quota-update" CLI.
