Jay S. Bryant 4c9051168a Release python-cinderclient 3.2.0 ...

This release pulls in the changes that happened right at
the end of Pike development.

Includes bumps from global requirements, addition of
attachment_complete API and fixes from the Nova/Cinder
API improvement effort.
