ghanshyam 2bc871af5c Release openstack-dev/bashate as independent release ...

openstack-dev/bashate has lot of updates mostly doc and
coding style since last tag 0.5.1 which happened 2 years back.

This commit
- adds the bashate as independent release model
- release 0.6.0
