This change creates stable/victoria branch from RC1 release created by
the previous change[1]

Note that this change creates new releases for the following modules,
because these modules has several changes merged since RC tag patch was
merged.
 - puppet-aodh
 - puppet-cloudkitty
 - puppet-glance
 - puppet-neutron
 - puppet-nova
 - puppet-panko
 - puppet-sahara
 - puppet-swift
