Sean McGinnis 1a06e3de79 Move zuul jobs in-repo ...

This moves the openstack-tox-py35 and openstack-tox-pep8 zuul jobs to be
defined in-repo.

Also, no need to run mnay of these jobs on patches that are only changing
documentation.
