This patch proposes bugfix releases for the following stable branches:

Rocky 3.2.1
Stein 4.1.1
Train 5.0.1

Primary fixes are:
1. Better handling of issues with certificates and TLS offload.
2. Improved controller shutdown.
3. Fixed API filtering with tags and the provider capabilities list.
