Tony Breeds e30f4703fc Release glance_store 0.22.0 ...

This is a knock on late release to incorporate the requirements change
for os-brick.

An FFE from the release team was requested in [1].  I'm working on the
theory that as os-brick 1.15.2 was released and the minimum bump in [2]
was approved by ttx we're good to take this.
