Sean McGinnis aa6c245740 Retrigger manila-ui 2.13.1 tagging ...

Job definition errors caused the tag-release job to fail to run for this
release. This makes a trivial modification to the deliverable file so
that the change can be merged to trigger tagging to happen again.
