Ghanshyam Mann 367ff8bc11 Release os-testr 1.1.0 ...

This commit releases os-testr 1.1.0.

We have deprecated the ostestr command in favor of stestr[1]
which makes this release to bump the minor version. Removal of
ostestr deprecated command is not yet planned but it will
not accept any further enhancement or bug fix.
