Brian Rosmaita fb6015c8e4 Cinder: EOL Pike ...

As announced on the mailing list [0,1,2], the Cinder project team
wishes to transition the stable/pike branches of its deliverables
from 'unmaintained' to EOL, and hereby requests that pike-eol tags
be applied to the stable/pike branches and the branches be deleted.
