Takashi Kajinami 23b26c39d0 [Puppet OpenStack] Transition stein to EOL ...

This is the last step to retire old stable branches in Puppet
OpenStack repos and makes stable/stein EOL. The proposal was sent to
the mailing list[1] and we haven't heard any objections.
