Emilien Macchi 426a7619af Move tripleo-quickstart to be independent ...

Starting in Queens cycle, tripleo-quickstart will be independent.
Indeed this project doesn't follow milestones and branching for now.

Note it might change in the future for tripleo-quickstart-extras but we
haven't decided yet.
