Code Issues Proposed changes

Add sphinxcontrib-apidoc 

This packages up most of the functionality of the autodoc feature
currently found in pbr as a Sphinx extension and is necessary so we can
migrate everyone away from the 'setup.py build_sphinx' way of building
documentation.
