Bump pbr to 1.8

Keystone added a rquirements udpate here:
https://review.openstack.org/#/c/222000/

This unfortunately causes install via stack.sh to
fail for systems with pbr < 1.8.

This patch just updates pbr by hand in the upper-constraints
file to get 3'rd party CI and other systems back up and running.

While this should be handled by the auto proposed job here and
not proposed manually, the bot job here:
https://review.openstack.org/#/c/221157/  

Seems to be stuck and CI systems are unable to run.
