Drop back to docker 2.7.0

In docker 3.1.0, APIClient.export, APIClient.get_archive and
APIClient.get_image now return generators streaming the raw
binary data from the server’s response. This change makes Zun
gate jobs failed with exception [1]:

AttributeError: 'generator' object has no attribute 'read'

Temporarily roll back to the 2.7.0 version until we find
the way to solve the bug.
