Remove documentation about USE_CONSTRAINTS
The USE_CONSTRAINTS configuration variable was removed from DevStack more than two years ago, however the requirements README was still referencing it. This patch also fixes the capitalization of DevStack throughout the file. Change-Id: I0ee4db73b0b6859c0f8a2c6b4a22befb98bcd928
