manchandavishal a800e1446a Remove Capping for Xstatic-jQuery 
This patch remove capping for xstatic-jQuery.
Capping for xstatic-jQuery added in the past
becuase with jQuery 3.x version horizon is not
compatiable but now horizon is working fine with
jQuery 3.x. So let's remove this capping.
