Takashi Kajinami dd5e3c851a Revert "update constraint for oslo.log to new release 6.1.0"

This reverts commit 33dfff0839e8f894faa83dc054601a254a5deca1.

Reason for revert:
This is known to break multiple projects using eventlet such as
designate, nova and heat. While revert of the problematic change is
being discussed in [1], let's downgrade oslo.log to unblock CI of
multiple projects.
