Sahara projects migrated to storyboard.openstack.org. Replace the references to Launchpad, including the rename of a documentation page focuse on launchpad (which would probably require a redirect on the openstack.org site), and clean up some old details about blueprints. Fix the bug links in the openstackdocstheme configuration. Change-Id: I30642356f1b1076a874f14fc43fad234fa9a098d

- Make sure that your local git is properly configured by executing
git config --list

- Create account on Launchpad (if you don't have one)
- Subscribe to OpenStack general mail-list
- Subscribe to OpenStack development mail-list
- Create OpenStack profile
- Login to OpenStack
Gerrit with your Launchpad id
- Sign OpenStack Individual Contributor License Agreement
- Make sure that your email is listed in identities
- Subscribe to code-reviews. Go to your settings on https://review.openstack.org
