Sridhar Ramaswamy d414a22478 Cleanup and archive unmerged specs ...

Move specs that didn't land in older releases into
an archive folder. Also cleanup example specs in
preparation to push tacker-specs to spec.openstack.org
and fixup tests to ignore old specs and 'archive' dir
