Update Usage of External OAuth Server Admin Docs

This patch updates the "Using External Authorization Server OAuth2.0
Grant for Tacker" Admin Guide Document confirming the content is
working. The minor configuration mistakes are fixed. And the sentences
are rewritten for readability.
