Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2025.2 branch, tests will continue to use the upper-constraints list on master. Tacker is an OpenStack based NFV Orchestrator service with built-in general purpose VNF Manager to deploy and operate Virtual Network Functions (VNFs) on an OpenStack based NFV Platform. It is based on ETSI MANO Architectural Framework and provides a fully functional stack to orchestrate VNFs end-to-end.

Tacker code base supports OpenStack master and other releases. Please follow the instructions in the above address for a successful installation of corresponding release.
