Use new get_rpc_client API from oslo.messaging
Use the new API that is consistent with the existing API instead of instantiating the client class directly. This was introduced in release 14.1.0 here [1] and added into oslo.messaging here [2]. But tacker needs the 14.2.0 [3] version to override the client class. Tacker is an OpenStack based NFV Orchestrator service with built-in general purpose VNF Manager to deploy and operate Virtual Network Functions (VNFs) on an OpenStack based NFV Platform. It is based on ETSI MANO Architectural Framework and provides a fully functional stack to orchestrate VNFs end-to-end.
