Atsushi SAKAI 15fade2377 Fix Bugs URL on CONTRIBUTING.rst

README.rst written as http://bugs.launchpad.net/tempest for bug reporting.
Also current tempest-lib bug reporting seems to be above url.
This fixes the bugs URL on CONTRIBUTING.rst

tempest-lib is a library of common functionality that was originally in tempest (or similar in scope to tempest)

Some of the current functionality exposed from the library includes:

subunit-trace: A output filter for subunit streams. Useful in conjunction

with calling a test runner that emits subunit
