Use skip_checks in test_snapshot_pattern
In TestSnapshotPattern, Snapshotting feature is necessary, it is the same to add test cases in the future, so use skip_checks instead of skipUnless. Change-Id: Ic48f4f2eb9cbb93c08df561e70bc9db0cc2db510
