Move Stable branch Policy Doc outside of coding guide
Current doc explaining the stable branches support policy is under coding guide. But support policy should be at higher level which can be useful for user or maintainer of Tempest. Change-Id: Id46e14080559062b4d89e5f7a9acbcd5df09691e
