Remove integrated dashboard tests
Horizon tempest tests are now in a plugin openstack/tempest-horizon This patch removes the scenario test for the dashboard and the corresponding configuration values. Change-Id: I2a69ebed2947a5ab5e5ca79557130bd093e168dd
