Jay Pipes 3f981df854 Refactor configuration setup and document config 
* Adds documentation to the sample config file/template
* Adds some log output for making diagnosing config issues easier
* Rework the authorization test config option names
* Remove obselete release_name config options
* Remove ssh_timeout unused option
