This commit fixes the release notes for tempest 15.0.0 so that the prelude and other sections explaining the supported releases actually show up in the 15.0.0 release notes. Change-Id: I689d51fb48a2ee5daad703db90b596d1d6fb7f6d

meaning that every Tempest commit is also tested against master during

the Pike cycle. However, this does not necessarily mean that using
|
|
Tempest as of this tag will work against a Pike (or future releases)
|
|
cloud.
