Ghanshyam Mann 08d5376e5b Remove volume v1 service clients

Cinder has removed the volume v1 APIs in queens
cycle: I03bf2db5bd7e2fdfb4f6032758ccaf2b348a82ba

Tempest does not support queens release so we are good
to remove the volume v1 service clients also.
