Cap tenacity to unblock the gate

Recent version 7 changed retry and dropped the
retry_state parameter.

Also fixed a conflict between pre-commit hook and tox.ini where
hacking was just conflicting

Also fixed .gitreview to point to stable/wallaby for wallaby branch.
