Roger Luethi 7d3e63a160 get_ip_from_net_and_fourth for host-side scripts ...

The function, get_ip_from_net_and_fourth, is useful not only in
guest-side scripts. This patch moves it from lib/functions.guest to
lib/functions.sh.
