Brendan Shephard 9de060d9d8 Ensure required tools are available 
In cases where the user has chosen pre-provisioned
servers. We want to make sure we have the required
tools to perform network configuration. This patch
adds a new variable tripleo_network_config_packages
and ensures os-net-config and openvswitch are available.
