Because existing heat environment (instead of passing whole environment with each stack-update command), it's possible that there are some hooks left set in the existing environment. As a short-term solution, we make sure we unset hooks (which are now set only by package update command). Change-Id: I1cb6c069cf6cf3b5f9504b35ca9538ba99ec405d Partial-Bug: #1502869
