Add a unit test for a zone migration audit without dst_type in its input. Such an audit should generate only volume migration actions since there is not enough information to retype any volume, however the strategy generates a retype action. In a follow-up patch, the bug will be fixed and the test assert will be changed to ensure the strategy correctly creates a migrate action.
