Leonardo Fagundes Luz Serrano e7c4cb582c Revert "Tox/Zuul: Remove cgcs-patch from deps" ...

This reverts commit a7b2d3672d.

Reason for revert:
The tests need to be aligned with the work removing cgcs-patch.
Since that removal has been temporarily pulled back for retesting,
this commit needs to be reverted for now.
