This commit applies the necessary changes to upversion the
Cadvisor helm chart, from v0.47.3 to v0.49.1.
This change also proposes the removal of the local helm code,
giving preference to the use of the code available on the
custom folder (published with v0.49.1).
Test Plan:
PASS: All packages have been built.
PASS: Validate basic application lifecycle operations:
upload/apply/remove/delete.
PASS: Ensure this version can be applied on k8s 1.24
and cover the upgrading to 1.29
